University Academic Staff Union (UASU) says its members will camp at the finance department from Monday until their salaries are paid.
"Come Monday, if you have not received your salary, don't work. Go to your various finance offices, wait there until you are paid," UASU Secretary General Constantine Wasonga says.
Over 10,000 academic staff members are also asking all vice-chancellors appointed in 2012 to step down for a smooth transition.
UASU Secretary General claims that their continued presence is influencing the council's choice to begin recruiting new VCs.
"They have refused to leave. Therefore appointment of new VCs can not take place. What interest do they have in our universities? Why can't they leave?" Mr wesonga added
Wasonga said that the Union has reservations because there is nothing happening in public institutions.
The looming strike could paralyse learning in public universities across the country. The strike could worry parents who fear the proposed fee increase will make their students miss their exams.
The presidential working group on education reforms proposed raising the current Sh16,000 cap to Sh52,000.
"It is high time the government should respect the value of education and strive to ensure its affordable to all Kenyans," Mwalu said.
The fee increase is because the universities are broke.
