The Ugandan government has reached an agreement to compensate the Kenyan administration for the transportation of its fuel via the Port of Mombasa. Furthermore, Yoweri Museveni's administration has expressed its intent to expedite the resolution of the case it filed against Kenya at the East Africa Court of Justice. Uganda's Minister of Energy and Mineral Development, Ruth Nankabirwa, disclosed this information after a meeting between President William Ruto and his Ugandan counterpart on Monday, February 26.
Nankabirwa explained the dispute by stating, “The whole world knows that you cannot lock out a land-locked country from accessing a port. That is against international laws.”
On February 26, 2024, President William Ruto met with his Ugandan counterpart, Yoweri Museveni.
“All we want is to just bring in our fuel through Kenya, and we pay them. That's all we want and that's what we are pursuing.”
Regarding the ongoing court case, the Minister commented that a resolution is expected within a week or two. This aligns with Ruto's earlier statement, indicating a breakthrough between Kenya and Uganda on the fuel-related issues. The Head of State noted that after discussions with his Ugandan counterpart, an agreement has been reached regarding the sourcing and scheduling of oil imports.
Ruto emphasized that the process would be executed to guarantee the best competitive pricing and optimal logistical efficiency. In November 2023, Museveni ended Uganda's oil deal with Kenya, expressing apprehensions that the government-to-government oil deal between Ruto's administration and Gulf Countries had led to disproportionately high fuel prices in Uganda.
The Uganda National Oil Corporation proceeded to apply for a license through the Energy and Petroleum Regulatory Authority (EPRA) to import fuel directly through the Port of Mombasa after Kenya refused to give the import license.
