In addition to the looming threat of impeachment, Agriculture Cabinet Secretary Mithika Linturi finds himself ranked as the least effective minister in President William Ruto's cabinet. According to a recent survey conducted by Trends and Insights For Africa (TIFA), CS Linturi received an E grade, indicating a dismal 25 percent approval rating.
Above Linturi, Water, Sanitation, and Irrigation CS Zachary Njeru received a slightly higher rating, achieving an average of D minus, equivalent to 27 percent.
In the bottom five Cabinet secretaries, Energy CS Davis Chirchir ranked fifth from the bottom with a 33 percent (D minus) rating, followed by Florence Bore, the Labour and Social Protection counterpart, with 31 percent (D minus), and Rebecca Miano, CS for the Ministry of Investment, Trade, and Industry, who obtained 27 percent.

In contrast, TIFA's report shines a spotlight on Interior CS Kithure Kindiki as the top-performing minister, showcasing a remarkable 68 percent approval rating (B Grade).
Closely trailing Kindiki is Prime Cabinet Secretary Musalia Mudavadi, who also serves as Cabinet Secretary for Foreign and Diaspora Affairs, with an overall rating of 59 percent (C plus).
Completing the top five are Youth, Sports, and the Arts CS Ababu Namwamba, along with ICT and Digital Economy CS Eliud Owalo, both scoring 59 percent. Defence CS Aden Duale secured a C plain grade with a 50 percent rating.
The survey, carried out via telephone interviews with 2,912 respondents throughout Kenya from April 27 to April 29, evaluated ministers on criteria such as awareness, trust, visibility, and performance.
