President William Ruto's decision to reappoint some individuals from his previous Cabinet has revealed significant confusion within his administration, according to Kathiani Member of Parliament (MP) Robert Mbui.

Speaking on Monday, MP Mbui criticized Ruto's nomination of 11 new Cabinet Secretaries, arguing that the process should have involved public participation given the widespread calls for competent leadership in government. Mbui contended that Ruto's reappointment of individuals from his dismissed Cabinet, which lacked public trust, indicates his potential unfitness for office.

"The president had the option to reshuffle or dismiss part of the Cabinet, but he chose to dismiss everyone. Now, by reinstating some to the same positions, it shows there is serious confusion," Mbui said on Citizen TV's Daybreak show. "This does not inspire confidence in Kenyans regarding his ability to manage the state’s affairs."


The legislator further argued that Ruto should have welcomed applications from the public to compile a team of professionals, reflecting the preference of the Gen Z population for merit over political loyalty.

"The president had the opportunity to bring in professionals. The Gen Z have said, do not appoint friends and supporters, invest in professionals," Mbui emphasized.

President Ruto nominated the first batch of Cabinet Secretaries to replace those he fired after weeks of youth-led anti-government protests. In a press address at State House on Friday, Ruto said the 11 nominations, including the Attorney General, were the result of consultations across the political spectrum aimed at restoring peace and stability in the country.


The list, however, includes six former Cabinet Secretaries who have returned to different ministries. Only Prof. Kithure Kindiki (Interior), Aden Duale (Defence), Alice Wahome (Lands), and Soipan Tuya (Forestry) retained their previous positions. Ruto also nominated former Trade CS Rebecca Miano as Attorney General and former Energy CS Davis Chirchir for the Roads and Transport docket.

  • Additionally, former Trade CS Rebecca Miano has been appointed as Kenya’s new Attorney General, replacing Justin Muturi.
