He described loyalty to the president as "non-negotiable," likening the Cabinet to soldiers in an army led by a single general.
Speaking at the National Defense University following the Cabinet's induction, Gachagua highlighted the crucial role of servant leadership and urged the secretaries to maintain an open-door policy.

He encouraged the Cabinet to engage directly with their departments, avoiding isolation in their offices to better understand and address the issues. He believes this approach will foster diverse opinions and ideas, ultimately benefiting the administration's decision-making process.
Gachagua also addressed the pressing corruption issue, warning the newly sworn-in officials to avoid corrupt practices. He underscored the gravity of the situation by referencing the Ethics and Anti-Corruption Commission's (EACC) concerns, which have been described as a "cause for sleepless nights." By acknowledging the macroeconomic context and the expectations of their roles, he reinforced the need for ethical governance and accountability.
The deputy president also spoke on the recent Gen-Z protests, interpreting them as a demand for better leadership in the country.
He highlighted the potential of the youth's energy, passion, and creativity. He stressed the need to leverage these attributes by spearheading an industrial, agricultural, and digital revolution to create millions of jobs for the young.
In his closing remarks, Gachagua reiterated the Cabinet's obligation to adhere strictly to the Constitution. He emphasized that personal views are secondary to the Cabinet's collective responsibility and urged the members to align their public statements with the president's directives and Cabinet resolutions.
