Acting Inspector General of Police, Gilbert Masengeli, officiated the closing ceremony of the Sub-County Police Commanders (SCPC) Course on Friday at the National Police Leadership Academy (NPLA) in Ngong. This event took place despite a recent High Court ruling that sentenced Masengeli to six months in jail for contempt of court. The court ordered that he turn himself in to the Commissioner General of Prisons, with Justice Lawrence Mugambi instructing the Interior Cabinet Secretary to ensure Masengeli serves his sentence if he fails to comply.
The ceremony marked the completion of a five-week leadership and management course for 190 SCPCs, the second cohort following a previous group of 170 officers. In his address, Masengeli urged the officers, drawn from the Kenya Police Service (KPS), Administration Police Service (APS), and Directorate of Criminal Investigation (DCI), to work collaboratively to improve service delivery across the country.
Deputy Inspector General of KPS, Eliud Lagat, supported Masengeli’s call for teamwork, urging the commanders to lead by example and positively influence their subordinates for better service to the public. During the ceremony, the sub-county commanders presented three policy briefs to Masengeli, covering police station management, crowd control in modern policing, and police integrity.

The initiative to produce these policy papers was led by DIG Lagat, aiming to encourage senior officers at the NPLA to develop effective, practical solutions to contemporary policing challenges.
Other notable attendees included Commandant Nyale Munga of Kiganjo Main Campus, KPS Director of Training and Research David Birech, NPS Spokesperson Resila Onyango, and NPLA Commandant Mathiu Kainga.
