Kenya Electricity Transmission Company (KETRACO) has clarified that no formal agreement has been signed regarding the development of a 625-kilometer high-voltage power transmission line in Kenya.
According to KETRACO Managing Director John Mativo, the project is currently being evaluated under Privately Initiated Proposals (PIPs) from two major players: Africa50 and Adani Energy Solutions Limited.
Speaking on Monday, Mativo maintained that no contracts or agreements have been finalized between KETRACO and the private companies.
Mativo said negotiations are ongoing, and further developments will be announced once the due processes are completed.
“KETRACO, through the Ministry of Energy and National Treasury, has considered involvement of private parties in the development and operation of transmission lines projects as per the PPP Act cap 430.”

“This is to bridge the finance gap and ensure timely development of the needed transmission infrastructure, mainly for increased adequacy, improved system stability, and security of supply.”
He disclosed that KETRACO received Expressions of Interest (EoI) for the project in 2018 from Africa50 and in 2023 from Adani Energy Solutions.
Africa50 proposed constructing a 237-kilometer section of the line, while Adani Energy Solutions has offered to build 388 kilometers.
According to Mativo, as outlined by the PPP Act 2021, the PIP approach is designed to harness the private sector's expertise and innovative solutions, providing a framework for public-private collaboration.
He said the proposals undergo a rigorous evaluation process, including comprehensive stakeholder engagement to ensure alignment with national interests and regulatory standards.
