Public Service Cabinet Secretary Justin Muturi has exposed a troubling incident involving the alleged abduction of his son, Leslie Muturi, by National Intelligence Service (NIS) officers.
The incident reportedly occurred on June 22, 2024, after Leslie left Alfajiri Lounge along Dennis Pritt Road with Embakasi West MP Mark Mwenje and Marangu Imanyara, heading to a birthday party in Lavington.
According to Muturi, armed hooded men intercepted and forced Leslie into a Prado before driving off. Alarmed, Muturi contacted senior officials, including then Inspector General of Police Japhet Koome and Interior Principal Secretary Raymond Omollo, who assured him they were investigating.
However, his calls to the Director of Criminal Investigations, Mohammed Amin, and NIS Director General Noordin Haji went unanswered.
Muturi revealed that Kilimani police had sought CCTV footage from Citizen TV to trace Leslie’s movements. Growing desperate, the CS sent a WhatsApp message to President William Ruto, informing him of the abduction, but the message remained unread.

A breakthrough came when an NIS officer informed Muturi that Leslie was being held by their agency. Despite this, the NIS DG denied involvement when contacted by Interior CS Prof. Kithure Kindiki.
Taking matters into his own hands, Muturi visited State House to inform President Ruto directly. The President, initially dismissive of Leslie’s alleged arrest as linked to Gen Z demonstrations, called Haji. The NIS DG confirmed Leslie’s detention and, upon Ruto’s instructions, agreed to release him immediately.
