Captain William Kipkemboi Ruto has a new role, according to Roads and Transport Cabinet Secretary Kipchumba Murkomen as the new managing director of the Kenya Ports Authority.

CS Mukomen stated that Capt. Ruto would hold the MD position for three years in a Gazette Notice dated March 10, 2023.

The announcement read, "Capt. William K. Ruto is appointed by the Cabinet Secretary for Roads and Transport to serve as the Managing Director of Kenya Ports Authority (KPA) for 3yrs, effective March 10, 2023." 

The Kenya Ports Authority (KPA) has been without a managing director for three years.


The Board made several acting appointments to the role during this time to maintain the operations of KPA.

The Authority's Board selected Ruto as the position's most qualified applicant despite receiving more than 75 applications, according to CS Murkomen.

According to the CS, the Kenya Ports Authority (KPA) received 75 applications due to the recruitment process started by the Board of directors on December 23, 2022.

"The Board of Directors has this morning presented a report and recommendation to my office for the appointment of Captain William Kipkemboi Ruto, having received the highest overall score from the interview process, following a tough and extensive recruitment procedure."

Capt. Ruto previously served as the Kisumu Port's General Manager.


He began his career in 1991 with KPA as a Cadet Marine Deck Officer and now has over 32 years of experience. He worked and navigated his way up the corporate ladder to become a general operations manager and harbour master.

Capt. Ruto has a Master of Business Administration (MBA) in Strategic Management from the Jomo Kenyatta University of Agriculture and Technology (JKUAT) and has earned the highest qualification for a ship captain from South Tyneside Marine College in the United Kingdom (Class 1 Master Mariner).

Also, he is a member of the International Harbour Master's Association in the UK and an associate of the Nautical Institute (AF-NI).
