Kipchumba Murkomen, the Transport Cabinet Secretary, has responded to accusations of a passenger being robbed by matatu touts over bus fare payment.
According to accounts published on social media late last week, the passenger was a deaf woman who couldn't articulate herself adequately on the matatu travelling between Nairobi and Meru.
Photos obtained by Citizen Digital show a person seated in a matatu without clothes and with their undergarments slightly pulled down.
However, Murkomen stated on Monday that inquiries had revealed that the passenger was a mentally disturbed individual who had been profoundly sleeping as others paid their fares.

"The passengers alighted at the Nairobi Tea Room matatu terminus around 10 a.m., except for the male passenger who was still sleeping." "When he was roused, he appeared confused and disoriented and did not pay the required fare," the CS stated in a statement released on Twitter.
Murkomen claims the passenger then began undressing inside the vehicle, prompting police to arrive and transport the car and the person to Nairobi's Central Police Station.

"Upon further investigation, it was proven that the said passenger be returned to Meru as he appeared unstable," the statement continued.
According to reports, the driver returned to Meru with the passenger and handed him over to the Meru Police Station.
"Police let him go home the next day because he appeared to have stabilized," Murkomen added.
Many Kenyans were outraged by social media posts and demanded that the Directorate of Criminal Investigations investigate the incident.
