It has been determined that two government employees are responsible for the purported theft of millions of shillings worth of subsidized fertilizer.

In an investigation led by the Directorate of Criminal Investigations (DCI), Kipkorir Ronald Tanui and Edwin Ombui Oseko were found guilty of defrauding the government while posing as farmers, according to a statement released by the Ministry of Agriculture on Tuesday.

The government is accused of being defrauded by Tanui, the Assistant Director of Information Communication Technology (ICT), and Oseko, the Principal Agriculture Officer, of 19,913 bags containing 50 kg of subsidy fertilizer each, valued at Ksh. 49,789,500.


The two entered a plea when they appeared before the Milimani Law Court on Monday. They were ordered to provide cash bail of Kshs. 4 million each and Kshs. 8 million for each surety and two contact persons.

An additional defendant Due to the lack of evidence, Peter Githuku, the former ICT director, was declared not guilty.

According to reports, DCI agents started their investigation when farmers registered for the first time, and some complained about not getting the subsidized fertilizer.


On November 6, the DCI team went to Kilimo Headquarters to obtain data from the Kenya Management Information System (KIAMIS) database.

Interviews will be conducted with several employees of the ICT division, including five interns.
