According to information released by the Public Service Commission (PSC), some essential government parastatal employees obtained their jobs using forged certifications.

The Ministry of Interior, the Kenyatta National Hospital (KNH), Moi Teaching and Referral Hospital (MTRH), and the Geothermal and Development Corporation—a parastatal under the Ministry of Energy—are home to the majority of the concerning revelations, according to PSC's announcement on Tuesday.

The PSC Chairman, Ambassador Anthony Muchiri, told the media that the people mentioned above are involved in 2,067 cases of forgeries found during an investigation that began in October 2022.


The investigation focused on 331 organizations, including 40 public universities, 239 state corporations, 52 ministries, state departments, agencies (MDAs), and semi-autonomous government agencies.

The institutions under investigation were mandated to furnish the commission with lists of graduates within the last ten years, lists of graduates from subsequent graduations at the end of each calendar year, and access and verification credentials for online verification of job seekers job seekers' academic and professional certificates.

Out of the 58,599 cases submitted, 1,280 were referred to the Kenya National Examinations Council (KNEC) due to forgeries, even though only 195 cases complied.

"This number is not final as the authentication exercise is still ongoing and we expect to receive more cases of forgeries," said Muchiri.


Furthermore, it has been discovered that 787 officers in Ministries, State Departments, and Agencies (MDAs), which include universities and tertiary institutions, used forged documents to obtain appointments and promotions in the public sector.

Several common forgeries have been found, such as changing KCSE mean grades, forging KCSE certificates for people who did not take the exam, and creating phony education certificates. Some forgeries have also been found to have never registered as candidates or taken the alleged exams.

Additional certificate forgeries include submitted certificate numbers that did not belong to the purported owner and names on some forged certificates, with the forger's name differing from the actual owner's.

It was also discovered that specific bachelor's degree certificates with Second Division (Lower) had been changed to show Second Division (Upper).

As a result, PSC has advised that all cases be forwarded to the Directorate of Criminal Investigations (DCI) to prosecute and retrieve any funds or property obtained through false accounts.


They also want all people of interest to be excluded from receiving any kind of benefit, such as leave, pensions, or allowances.

The report has been given to the Ethics and Anti-Corruption Commission (EACC) and the DCI for additional action.
