Kibwezi West MP Mwengi Mutuse has outlined the grounds for his impeachment motion against Deputy President Rigathi Gachagua, which was presented in the National Assembly on Tuesday. Gachagua faces accusations of abuse of office and gross violations of the Constitution.

In the extensive document accompanying the motion, Mutuse highlights several allegations, including claims of rapid wealth accumulation. He alleges that in just two years, the Deputy President has amassed Ksh.5.2 billion, an amount Mutuse argues is impossible for a public official to acquire within such a short time frame.

Among the assets cited is the purchase of Outspan Hotel in Aberdares for Ksh.535 million in September 2023, just a year after Gachagua took office.

Other properties linked to the DP include Olive Gardens Hotel in Nairobi, Queens Gate Serviced Apartments in Nairobi, Vipingo Beach Resort in Kilifi, and Treetops Hotel in Nyeri. Additionally, Mutuse alleges Gachagua acquired 40 acres of land in Kamburaini, Nyeri, where he reportedly built a helicopter landing pad, as well as 80 acres of land in Meru, a dairy farm in Nyandarua, and property in Embakasi, Nairobi, all purchased through proxy companies.

The DP is also accused of corruption involving a Ksh.3.7 billion mosquito net procurement tender, in which it’s claimed he used proxy companies to secure the contract through Kenya Medical Supplies Authority (KEMSA). Crystal Ltd, the company in question, allegedly submitted a fake bid bond to fraudulently win the tender.

Mutuse further alleges that Gachagua misused public resources by diverting a contractor from the Kilifi-Malindi road project to tarmac a private road leading to his Vipingo Beach Resort. There are also claims that taxpayers lost millions of shillings on costly renovations of his official residences in Karen and Mombasa, with a reported Ksh.100 million spent on a red carpet for his official functions and other extravagant expenses.

Moreover, Gachagua is accused of making inflammatory statements that violate national unity and promote ethnic profiling, actions that are said to breach his oath of office and the Constitution, specifically Articles 147(1) and 152(1). The motion also lists attacks on High Court Judge Esther Maina and National Intelligence Service (NIS) Director Noordin Haji as additional grounds for impeachment.
