A Ugandan police officer was apprehended at the Kenya-Uganda border while attempting to leave after being caught on CCTV opening fire and killing and shooting a man in a banking hall.

On Friday, May 12, the suspect, Constable Ivan Wabwire, 30, is shown in the video shooting and killing Uttam Bhandari, the director of a money-lending company TFS Financial Services.

According to an Uganda Police Force release, Wabwire was apprehended in Busia District on Sunday after being tracked for 42 hours by personnel from the Flying Squad Unit and the Busia territorial police.

Before being apprehended, Wabwire had planned to meet his sweetheart in the Busia-Kenya County Stadium, according to Busia District Police Commander Didas Byaruhanga.


"On May 14 23 at around 0700 hours, Wabwire Ivan was apprehended in Busia Municipality at Immigration by a joint team supervised by the DPC Busia SP Didas Byaruhanga," the Uganda Police Force said in a statement.

"Wabwire Ivan, a 30-year-old police officer assigned to CPS Kampala, is currently detained at CPS Busia awaiting transfer to CPS Kampala."

According to The Monitor, Wabwire is believed to have gone to the Kampala Central Police Station after the incident and turned in his AK-47 gun before changing into civilian clothes.

He then rode a motorcycle to the Bweyogerere taxi stage on the Kampala-Jinja highway, where he caught a taxi to Jinja City.

According to The Monitor's source, he met his sister when he arrived in Jinja, who gave him transportation to Busia, his home region.

Police officers following him via phone conversations with his sweetheart learned that he had attempted to cross into Kenya twice but failed and chose to stay in Arubaine Village, where officers were also stationed.


According to the Monitor, Wabwire's lover was captured immediately after committing the crime, but he turned off his phone after believing their conversation was being recorded.

The roommate was later arrested.

Wabwire Ivan is on leave in CPS Busia, awaiting a transfer to CPS Kampala.
