A Gazette notice that raised fees for several government services, such as applying for passports and national IDs, has been suspended by the High Court.

This happened after a petitioner sued to contest the November 6th gazette notice.

"A conservatory order be and is hereby issued suspending Gazette Notices No. 15239-15242 dated November 6 2023 and/or any other document purporting to give authority to increase or review the charges/fees/levies specified therein pending the hearing and determination of this Application inter-partes," ordered Justice L.N Mugambi.


Dr. Magare Gikenyi contends in the petition that there was no public participation whatsoever and that the cost of the listed services was raised arbitrarily.

He goes on to say that young Kenyans are likely to be impacted by the increase, making it harder for them to obtain identity cards and, ultimately, hinder their ability to find employment.

"That from the foregoing, this action of the respondents will lead to inter alia loss of public confidence and outright abuse of political power to the detriment of many other young Kenyans in the county," reads the petition

On November 29, 2023, the matter will be brought up to confirm compliance and additional instructions.
