Detectives from Kenya's Ethics and Anti-Corruption Commission (EACC) have arrested Henry Mwasaru, the Head of Human Resources and Administration at the Kenya Maritime Authority (KMA), over alleged involvement in a fraudulent procurement deal.
The allegations center on irregularities in awarding a Ksh.40.5 million medical insurance tender for KMA staff.
Mwasaru was detained in Naivasha during a training session and subsequently taken to the EACC Integrity Centre in Nairobi for questioning.
The operation, which also targeted two insurance brokers implicated in the scheme, forms part of a broader crackdown on procurement fraud in public institutions.

The investigation was triggered by a whistleblower complaint filed with EACC’s Lower Coast Regional Office in Mombasa on September 30, 2024. The complaint detailed suspected irregularities in the tender process.
According to EACC Spokesperson Eric Ngumbi, Mwasaru allegedly colluded with Bevaline Lundu, KMA's Head of Supply Chain Management, to manipulate the tender process, violating procurement laws.
Critical evidence was retrieved following searches at the suspects’ homes and offices to support ongoing investigations. EACC confirmed that Mwasaru and the other suspects were interviewed, provided statements, and released as the probe continues.
