Luis Rubiales, the former head of the Spanish Football Association, has been barred from any football-related activities for a period of three years.
The 46-year-old Rubiales gave striker Jenni Hermoso a kiss on the lips after Spain defeated England in the Women's World Cup final in August.
Despite his refusal to step down following the incident, Fifa temporarily suspended him.
He was handed a three-year ban by Fifa on Monday for violating article 13 of their code of conduct.
“Mr Rubiales has been notified of the terms of the FIFA Disciplinary Committee’s decision today. In accordance with the relevant provisions of the FIFA Disciplinary Code, he has ten days in which to request a motivated decision, which, if requested, would subsequently be published on legal.fifa.com. The decision remains subject to a possible appeal before the FIFA Appeal Committee,” a statement from FIFA reads.
