Detectives from the Ethics and Anti-Corruption Commission (EACC) detained Marsabit Central ward administrator Halkano Dabasso on Monday after he was accused of using falsified academic documents.

Debasso is charged with obtaining employment in the Marsabit County Government through deception by using a KCSE certificate and a falsified Diploma in Community Development and Social Work, allegedly from the Thika Institute of Business Studies. Debasso has been employed there since 2018.

In anticipation of being arraigned before the Isiolo anti-corruption court on Tuesday, the ward administrator was detained at the EACC Isiolo regional offices for processing. She was also supposed to be booked at the Isiolo police station.


The ward administrator's salaries and benefits based on the alleged fake certificates over the years will be recovered by EACC and returned to the government, in addition to charging the county official, according to EACC Spokesperson Eric Ngumbi.

He pointed out that working under pretenses is the equivalent of obtaining public property by fraud.

In agreement with EACC, the Office of the Directorate of Public Prosecutions (ODPP) has filed charges against the ward administrator on one count of deceiving the principal, two counts of forgery, and two more counts of uttering false documents.
