Former Nandi Hills Member of Parliament insinuates that President William Ruto fears his Cabinet Secretaries.

In an interview with Spice FM on Thursday, Keter noted that the Head of State has a history with his Cabinet Secretaries and is thus careful not to offend them.

"You might think he looks like a strong person who can stand against anything, but on a closer look, he fears those cabinet secretaries," he said.

He further stated that the president defended one of his ministers when the media raised concerns.

“The president should dissolve his entire cabinet if he wants to help this country,” he uttered.

Keter said that because most Principal Secretaries have not previously worked in public service, they are unfamiliar with their ministries' operations.

“Out of the 52 PS, almost 30 are not career civil servants. You know that is a reserve for career civil servants, people who have gone through the ranks, so that you understand a ministry."

“You are the accounting officer of the ministry because you understand the nitty gritty, the challenges in the ministry so you can address them better. But a stranger, a former politician who ran and lost, you make them because you want to compensate or reward him or her with a permanent secretary position,” he voiced.

The former MP stated that while public service laws require the participation of all populations in public service dockets, the Kisii community is among those underrepresented in ministries.

“The Kisii community makes up a good number of this country, but there is none as a permanent secretary. Out of the 52, there is none,” he said.
