The Kwale County Government has addressed concerns about stalled projects after receiving criticism online. Speaking to the press on Tuesday, officials clarified that delays in project completion stem from slow disbursements of funds from the National Treasury.

Some of the projects facing delays include the Kombani Market, the Kona-Musa-Mabokoni Road, and a fruit processing plant. County Executive Committee Members (CECs), led by Finance and Economic Planning CECM Bakari Sebe, explained that some projects are completed within a year, while others progress in phases. "Phase-based projects require substantial resources and are aimed at promoting development in the region,” Sebe stated. He cited the Kwale Teachers Training College, Mwakalanga Dam, Kwale Stadium, Oncology Centre, and the Msambweni Referral Hospital renovation as phased projects that were successfully completed.


Tourism and Enterprise Development CECM Michael Mutua dismissed claims that Ksh.600 million had been spent on the fruit processing plant, clarifying that only Ksh.206 million had been used for Phases One and Two, which are now complete and handed over to the government. Mutua also noted that the contractor’s contract was terminated due to substandard work.

Regarding the Kombani Wholesale Fresh Produce Market, Mutua shared that while the market had opened and traders had begun operations, a legal dispute ensued when the contractor sued the county government, alleging unfair treatment. “A court order then stopped trading activities, so we had to ask traders to vacate the market,” he explained.


Officials also addressed rumors about Governor Fatuma Achani’s living arrangements, stating that she has resided in her own home since taking office, countering claims that the county covers her rent.

Finally, Roads CECM Joto Mwachirumbi discussed delays in the Kona-Musa-Mabokoni Road construction, explaining that the contractor’s contract was terminated for failing to meet deadlines. “The contractor challenged this decision in court, but we hope to resolve the issue soon so that the 6km road can be tarmacked,” he said.
