Detectives in Mandera have arrested Bula Power Sub-Location Assistant Chief Yussuf Maalim Issak over allegations of facilitating terrorism by helping illegal immigrants obtain Kenyan identity documents.
According to the Directorate of Criminal Investigations (DCI), Issak is linked to two terror suspects recently apprehended for allegedly plotting the abduction of foreign workers involved in a sewer line construction project in Mandera town.
The suspects, identified as Isaac Mohammed Abdi and Noor Yakub Ali, were arrested on Tuesday. Authorities believe the assistant chief played a role in securing an acknowledgment slip or an ID waiting card for them, aiding their movement within the country.
Further investigations revealed that Isaac Abdi Mohamed, also known as Kharan Abdi Hassan, had recently entered Kenya from El-Adde, Somalia.
He was reportedly set to pay Ksh.100,000 to a local accomplice who would help execute the kidnapping, with plans to transport the victims to El-Adde for a ransom of Ksh.300,000.
