The proposed 2023 Financial Bill by President William Ruto's administration has drawn criticism from Embakasi East MP Babu Owino for overburdening Kenyans already struggling with the high cost of living.

Babu Owino raised concern over the plan to tax beauty and cosmetic products, such as wigs, weaves, fake eyelashes, and beards.

The MP stated that the move would negatively impact tourism in the country, as Kenyan women are one of the most prominent consumer groups of these products and a significant tourist attraction.


Babu Owino stated that the government should not steal from the country's women and that making these products expensive would lead to the country losing billions of dollars. He also criticized Ruto's administration for failing to tax only Oxygen.

The proposed bill has led to debates, with experts warning that it would be a significant setback for Kenyans. The Anglican church has also called for opposition to the statement, stating that Kenyans are already overtaxed and the government should find alternative ways to generate revenue.


The bill proposes increasing PAYE from 30% to 35% for those earning KSh500,000 and above and introducing a 3% tax on civil servants' salaries for affordable housing schemes, among other things.

Babu Owino's comments highlight the potential negative impact of the proposed tax on beauty and cosmetic products. His criticism of Ruto's administration reflects the growing concern over the bill's effects on Kenyans.
