Nairobi Senator Edwin Sifuna has announced the publication of a Bill to modify the Energy Act, which will be introduced in the Senate in 14 days.

Sifuna stated on his X account that the measure attempts to solve three significant grievances against the Kenya Power Lighting Company (KPLC).

The bill seeks to do three major things.

1. To bar the operator from granting generation licenses to any entity that does not disclose its beneficial owners.

2. To bar KPLC from signing new PPAs without establishing the need for new capacity.

3. To mandate the system operator, the dispatcher, to prioritize power from cheaper green generators instead of thermal sources.

My bill seeking to amend the Energy Act has now been published.

Sifuna first introduced the measure after the country had a nearly 12-hour statewide outage on August 25, which also forced a brief closure of the Jomo Kenyatta International Airport (JKIA).



Sifuna told X that he knows how the Kenya Power Lighting Company (KPLC) selectively distributes electricity.

Sifuna announced on August 27 that he was preparing a change to the Energy Act to offer greater light on how the dispatcher works, saying, "Hapo kuna mchezo." "The bill is complete and ready for publication."

He claimed that as a member of the Energy Committee, he learned about how the electrical supplier operates a shady power supply plan.
