Robert Kyagulanyi, often known as Bobi Wine, a presidential candidate for the National Unity Platform, has been cautioned by President Yoweri Museveni that he will not be protected from arrest so long as he continues to breach the law.


Yoweri Museveni, the president of Uganda, tested positive for Covid-19 on June 7. His brother Shadrack Kaguta declared on Tuesday that he was no longer in danger.


Museveni says his government is not ready to preside over a nation of rioters who always go on the streets to burn car tyres, destroy government vehicles, rob bystanders or beat up the ruling NRM party supporters whenever their candidate gets arrested.


“The President is already out of danger. I happened to get in touch with him yesterday on the phone and he told me he is okay and just observing the standard operating procedures from the Ministry of Health as he waits for the final test probably on Thursday this week,” he was quoted by the Monitor newspaper as saying.


Museveni further blamed what he called the corrupt and incompetent police which has led to the creation of an impression that Kyagulanyi's supporters with the help of external forces can make the country "ungovernable."


He added that the 37-year-serving president has started his normal duties “like handling some paperwork while in isolation.”



The president claimed to be aware of all these plots and that because he is a master of strategy, Kyagulanyi and his outside opponents will fail. He claimed that they had been monitoring the opposition lawmakers through intelligence and questioned why those who had criticized his government's handling of the riots had kept quiet about the rioters' behavior.


Kaguta was speaking at a national prayer gathering for Museveni's recovery that was hosted in the country's capital, Kampala.



"The idea that Kyagulanyi is untouchable because he’s a politician is not acceptable and must never be repeated...We should not be a country of rioters. Keeping the law is everyone's duty, it's not a favour. You are obliged to report every lawbreaker," warned Museveni.


Uganda adopted among of the strictest containment measures in Africa at the height of the COVID-19 pandemic, including curfews, business and school closures, the closing of borders, and other actions.


"This will never happen again, this will never happen again. Anybody with ears should hear but no person will ever attack the person wearing the uniform of NRM. The perpetrators have already tested the consequences," added Museveni.
