Transport Cabinet Secretary Kipchumba Murkomen has defended the current regime, claiming that Kenya is democratic, while in Rwanda, the president has the final say.
The CS said that Rwanda's political system is the reason for the country's flawless implementation of government projects, making Kigali a model for many countries in the East African area and beyond.
He claimed that because Kenya is a democracy, some of the government's objective is limited.

"Rwanda is not like Kenya. Like the president said yesterday we must live with certain expectations that come with democracy. Rwanda is an autocracy and there whatever the President says is the law," he said.
"The other day, I announced that we want to retest drivers, but what happened...people caused chaos, went to court... For every decision you make in this country, you must go through a proposal then Parliament then public participation. Then, after you go through all the processes, you go through the court, and that is our country." he added.
He also mentioned Rwanda's tiny geographical area, stating that the East African country should not be compared to Kenya.
He said that Rwanda is the size of Kajiado County. The political situation in Rwanda, as well as the size of the country, cannot be compared to Kenya and democracy. That is why Kenya must use technology to combat corruption and cartelism.
He added that Rwanda's authoritarianism has benefited the country by allowing the Head of State to implement his programs smoothly.
"Autocracy is not a bad thing many people in Kenya have said we should have what we call benevolent dictatorship... Rwanda has chosen a certain form of leadership where they give strength to their president and the president has used it for the greater good," said Murkomen.
