The County Governments Additional Allocations Bill, 2023, which will give counties an extra Ksh. 46.3 billion to cover the Financial Year 2023/2024, was signed into law by President William Ruto on Monday. 

 In the presence of Prime Cabinet Secretary Musalia Mudavadi, Speakers of the National Assembly and Senate, Moses Wetangula and Amason Kingi, and Council of Governors Chairperson Anne Waiguru, President Ruto signed the bill from State House Nairobi. 

Arron Cheruiyot, the Senate majority leader; Kimani Ichungwah, the National Assembly majority leader; and Kiharu MP Ndindi Nyoro are among the other leaders.


He expressed confidence that the action will enable counties to provide the best services possible to their citizens, saying that the decision was made to establish an equitable sharing of resources.

"I'm happy that now we have resources that will support our counties to discharge their mandate," he said.

Ksh. 5 billion of the funds will go toward the Fertilizer Subsidy Program, which will help farmers receive subsidized fertilizer. 

Eighteen counties will receive an additional Kshs. 4.5 billion under the County Aggregated Industrial Parks Program will provide Kshs—two hundred fifty million to each county. 


Bungoma, Busia, Embu, Siaya, Trans Nzoia, Kiambu, Kirinyaga, Machakos, Meru, Migori, Mombasa, Murang'a, Nakuru, Nandi, Nyamira, Siaya, and Uasin Gishu are among the counties. Five counties will each receive Ksh four hundred fifty-four million to build county headquarters offices. The counties of Isiolo, Lamu, Tana River, Tharaka Nithi, and Nyandarua will gain from this.

Additionally, Kshs. Twenty-nine billion will be set aside for conditional distributions from development partner loans and grants.
