Kipchumba Murkomen, the nominee for the Sports, Youth Affairs, and Creative Economy Cabinet Secretary, addressed the controversy surrounding Adani Holdings' proposal to renovate the Jomo Kenyatta International Airport (JKIA) through a Public Private Partnership (PPP).

During his vetting before the Committee on Appointments, Murkomen emphasized that the PPP deal follows a comprehensive process, not driven by any single individual, including a Cabinet Secretary. The Kenya Airports Authority (KAA) is currently evaluating the proposal from the Indian firm. Once reviewed, the proposal will be submitted to the PPP directorate in the National Treasury for public consideration.

If Adani meets the required criteria, the proposal will be processed by a contracting authority, which will inform the Transport Ministry. Subsequently, the CS will forward the deal to the Attorney General for review, then to the Treasury CS, and finally, it will be presented to the Cabinet for approval.

Murkomen assured the public that the deal remains unsigned and stressed the collective nature of the PPP process, dispelling fears of unilateral decisions. He highlighted the disrupted public participation phase in July due to anti-government protests, noting that public input is crucial.

Referencing the Nairobi Expressway project, Murkomen explained that the government previously engaged a Chinese firm in a similar PPP agreement, resulting in a 30-year toll road contract. This successful example underscores the potential benefits of the JKIA renovation deal.

Murkomen stated that the proposed renovations are essential for JKIA to remain competitive in the region, citing advancements in Ethiopia, Rwanda, and Tanzania. The project includes constructing a new passenger terminal, refurbishing existing terminals, building a second runway, and enhancing cargo facilities, and it will require Ksh.260 billion to complete.

Murkomen reassured Kenyans that the renovation would involve a small land area and significantly improve JKIA's infrastructure. The enhancements are vital to maintaining JKIA's status as a leading regional airport.
