President William Ruto has reaffirmed his administration’s dedication to advancing police reforms aimed at enhancing motivation and efficiency within the National Police Service (NPS).

Speaking at State House, Nairobi, during the presentation of the end-term report by the second National Police Service Commission (NPSC), Ruto commended the commission for its contributions to improving police human resource management and governance.

He acknowledged key milestones, including the automation of police recruitment, which has helped curb corruption by minimizing human interaction in the process. Other achievements include increased civilian staffing for better service delivery, streamlined promotion procedures for officers, and enhanced police remuneration structures.

“The commission has played a significant role in strengthening governance by promoting transparency, fairness, and accountability within the service,” Ruto stated.

Additionally, the commission spearheaded crucial initiatives such as decentralizing human resource services, launching a contributory benevolent fund, and working towards a competitive mortgage scheme for officers.

Despite these gains, Ruto highlighted persisting challenges such as irregular recruitment practices, financial constraints, and the urgent need for a sustainable welfare program for officers. He assured that the government remains committed to addressing these concerns.

Presenting the report, NPSC Chairperson Eliud Kinuthia noted that 10,932 new officers were recruited, improving the police-to-population ratio to 1:509. The commission also recruited 1,128 civilian staff, promoted 16,338 officers, and resolved 1,461 disciplinary cases.

Additionally, two phases of salary increments were implemented, raising the basic salary of entry-level constables from Ksh.21,645 to Ksh.25,645, with a further increase to Ksh.29,645 pending implementation. Senior officers also saw salary adjustments, with the longest-serving SAIG earning up to Ksh.409,365 monthly.

Ruto reiterated the government’s commitment to creating a well-resourced, professional, and motivated police force.
