President William Ruto has appointed Mbeere North MP Geoffrey Kiringa Ruku as the new Cabinet Secretary for Public Service, replacing Justin Muturi.
Chief of Staff Felix Koskei made the announcement on Wednesday, marking another reshuffle in the President’s Cabinet.
For months, Muturi has been at odds with President Ruto, particularly over his outspoken stance on police abductions and extrajudicial killings linked to the Gen Z protests in June and December 2024. The issue became personal for Muturi when his son was affected.
Muturi had even requested to be excluded from Cabinet meetings until the government addressed these human rights concerns. Defending his position, he stated that speaking out against such injustices was part of his duty as a public servant.
President Ruto had remained silent on the controversy but finally responded on Tuesday during an Iftar dinner at State House, Nairobi. He criticized Muturi’s performance, particularly his handling of the Muslim Endowment Fund (Waqf) as Attorney General.

Ruto claimed that Muturi’s inefficiency had delayed the establishment of the fund, which is meant to oversee Islamic charitable endowments.
He praised the new Attorney General, expressing confidence that the issue would be resolved swiftly.
In a bold response, Muturi defended his record, stating on X (formerly Twitter) that the Waqf is a religious and charitable entity managed by the Waqf Commission, not an individual. His remarks signal continued tension between him and the President.
