The Ministry of Lands, Public Works, Housing, and Urban Development has launched a statewide program called 'Ardhipay' to implement a Cashless Revenue Collection system.

The technology, implemented by the State Department of Lands and Physical Planning, is a key step towards eliminating cash transactions within Land offices, hence minimizing fraud.

During the program's launch on Monday, Cabinet Secretary Zachariah Njeru stated that the Ardhipay system will make labor more efficient, easier, and faster.

"We are doing this to improve service delivery to our citizens." "The State Department for Lands and Physical Planning has worked hard to ensure that Kenyans are served quickly and efficiently," CS Njeru stated.

In his remarks, Generali Nixon Korir, Principal Secretary for Lands and Physical Planning, stated that the program will reduce financial transfers associated with land purchases.

"We want to go cashless in all of our registries across the country in 14 days, beginning today." "We have been using cashless for the last three weeks at Ardhi House, and it is working well," stated PS Korir.

PS Korir said that the State Department has created the Ardhipay system, which is linked to the eCitizen platform and will aid in policy execution.

He stated that the policy requires using digital payment systems (M-PESA or banks) for all services, which promotes accountability, precision, and timely reporting in revenue collection. Implementation in the 18 offices has resulted in significant income increases.

Wundanyi, Kiambu, Muranga, Ruiru, Thika, Ngong, Kajiado, Eldoret, Mombasa, Kisumu, Trans Nzoia, Machakos, Gatundu, Naivasha, Survey of Kenya, Ardhi House, Yatta, and Kisamis are among the 18 stations where the cashless policy is already in place.

PS Korir stated that the State Department will start a 14-day exercise to execute the policy in the remaining 76 Land offices to hasten the nationwide transition.

This program includes deploying computers and other necessary ICT equipment to ensure that all Land offices are well-prepared to implement the policy and embrace future land service digitization.
