Speaking on Sunday, Gachagua laid the blame at the feet of the State House Comptroller at the time, Kinuthia Mbugua, and the then-Treasury CS, Ukur Yatani.

He asserted that at the retired President Uhuru Kenyatta's request, the two shut off all money to DP Ruto's office. Without a budget, according to Gachagua, Ruto was compelled to cover all expenses associated with running his office out of his pocket.

Rigathi Gachagua alleged that Ruto paid for everything, including the cost of the staff's tea and power, and he even gave them allowances while they traveled with him across the nation.

The Deputy President claimed that for four years, Mr. Ruto funded the upkeep of government vehicles out of his own pocket, purchased tea, and covered office energy costs. He gave staff members who traveled with him nationwide allowances for four years.

Gachagua claimed that when they were elected president, the officers present at meetings in his office felt ashamed and tried to rectify what they had done in order to appear more dignified. The previous budget for the deputy president's office was Sh4 billion. The DP claims that was a Sh1.4 billion decrease to the budget.
